FSL Chapter Accreditation Program (CAP)
Purpose & Overview
The purpose of the Western Illinois University Fraternity and Sorority Life Chapter Accreditation Program is designed to gather information about the excellent work our community is doing. The information gathered will be immensely valuable. First, this will give our council leadership and staff that support the community important information to develop more intentional programs, workshops, and opportunities to help each chapter continue to improve. Second, it is our hope that this program will provide a spark to help each member, chapter, and council continue to elevate themselves to new heights.
This packet outlines the basic expectations of fraternities and sororities at Western Illinois University. In addition, this program allows and challenges chapters in monitoring and improving their own activity and performance through recognition.
The accreditation criteria has been found to promote a healthy foundation for fraternities and sororities.
The requirements are based upon the core values & learning outcomes of the Western Illinois University fraternity and sorority community; leadership, scholarship, friendship, accountability, unity, community involvement, diversity and inclusion.
Revisions to this program are made annually by chapter representatives, along with the Office of Fraternity and Sorority Life. Input from all members of FSL is encouraged and appreciated.
How do I complete the CAP process?
- Items required for submission will be done through Leatherneck Link via this form.
- This accreditation program is meant to be done throughout the calendar year. There are check-ins and collections of information at the end of the spring and fall semesters. Do not wait until the end to complete this!
- Best practice: Have a chair or assign the process to an e-board position, in advance, so that person has the entire semester/year to collect & organize information for submission. This person does not need to be the Chapter President. Delegate, delegate, delegate!

5 Star Chapter – Distinguished Chapter of Excellence
- Chapters that score above 100% on their accreditation are awarded this distinction.
- These chapters consistently go above and beyond, excelling in every aspect of the accreditation process and demonstrating exceptional commitment to their fraternity or sorority community.
5 Star Chapter – Chapter of Excellence
- Chapters that score 90% or higher on their accreditation will receive the 5 Star Chapter of Excellence status.
- These chapters meet all accreditation goals and contribute significantly to the WIU fraternity and sorority community.
- They will receive special recognition on social media, through university communications, and at end-of-year award ceremonies.
- The FSL staff expects these chapters to continue setting ambitious goals for future growth and success.
4 Star Chapter – Accredited
- Chapters that score above 80% on their accreditation will be awarded 4 Star status.
- These chapters successfully meet all of the accreditation requirements and are considered to be in Good Standing with the university.
- Chapters with this status retain access to university facilities, awards recognition, and all privileges granted to recognized chapters.
- FSL staff will encourage these chapters to set new goals to stretch their capabilities and achieve even greater success.
3 Star Chapter – Satisfactory
- Chapters that score above 65% on their accreditation will receive 3 Star status.
- These chapters meet the minimum requirements and are considered to be in Good Standing with the university.
- Chapters with this status retain access to university facilities, awards recognition, and chapter privileges.
- FSL staff will encourage these chapters to set goals that will help them achieve greater success in the future.
2 Star Chapter – Needs Improvement
- Chapters that score above 50% on their accreditation will be designated as 2 Star Chapters.
- These chapters do not meet the minimum requirements for recognition and are ineligible to receive any FSL awards.
- While the chapter will not lose its privileges, the inter/national organization will be notified, and the chapter will be required to meet with the FSL Coordinator, chapter advisor, and president to develop a course of action for improvement.
- A chapter that maintains a 2 Star status or less for three consecutive years will undergo a review by the university, which will include a discussion with advisors, chapter leaders, and Headquarters staff regarding the chapter’s future at WIU.
1 Star Chapter – Cease and Assist
- Chapters that score below 50% or fail to complete the Chapter Accreditation process will receive a 1 Star Chapter designation.
- Chapters that fail to submit an accreditation packet for both semesters will be automatically considered a 1 Star Chapter.
- Any chapter with this status will be subject to a hearing with the FSL Accountability Board to determine next steps and appropriate actions for resolution.
2025 CAP Components
Academic Achievement
The chapter demonstrates a strong commitment to academic success by producing a Scholarship Plan each semester and hosting or attending one academic workshop each semester. The chapter's GPA is a significant factor in academic achievement, with higher GPAs being rewarded accordingly. If the chapter’s GPA improves from Fall to Spring or Spring to Fall but doesn’t reach the required threshold, the chapter will still receive recognition for progress. This category emphasizes continuous improvement and academic focus, with points reflecting both achievements and growth.
Diversity, Equity, & Inclusion (DEI)
The chapter creates a DEI Plan each semester and hosts a DEI workshop each semester, highlighting the importance of fostering a diverse and inclusive environment. The chapter is also encouraged to engage with the broader community by attending DEI-focused events. These efforts demonstrate the chapter’s commitment to promoting equity and inclusion both within the chapter and the larger community.
Leadership & Engagement
Leadership development is prioritized by holding three 1:1 meetings with FSL staff per semester, as well as attending all FSL Community Meetings and mandatory FSL leadership events. This category emphasizes the chapter's focus on leadership growth, accountability, and engagement within the FSL community.
Service & Philanthropy
The chapter is expected to submit service hours each semester and maintain a strong service ethic, with members averaging over 10 service hours each semester. Submitting a philanthropy form each semester and ensuring the chapter averages significant donations per member demonstrates the chapter’s commitment to giving back to the community and making a positive impact through service and philanthropy.
Risk Management
Risk management is a key focus for the chapter, with members required to attend FSL Hazing Prevention Week programs and Take Back the Night. The chapter must also submit a Crisis & Risk Management Plan each semester to ensure they are prepared for any potential emergencies. Hosting events with alcohol requires full compliance with university guidelines, and members must participate in presentations on Mature Alcohol Management, Mental Wellness, or Hazing Prevention & Education, promoting a safe and healthy environment for all members.
Operations
Operational efficiency is measured by, creating and presenting a chapter action plan to the office and chapter, submitting error-free event registrations, updating the roster and officer contacts each semester, and maintaining financial responsibility with no outstanding obligations to OSE, FSL, Council, or WIU. The chapter must also ensure that no paperwork is outstanding and submit a Certificate of Insurance (COI) with WIU listed as additionally insured. This category underscores the importance of organization, compliance, and attention to detail in maintaining smooth chapter operations.

Academics
The chapter actively promotes scholarship and academic success by hosting or participating in academic events beyond the required workshops. To ensure meaningful engagement, at least 65% of members must be in attendance. These events provide opportunities for members to enhance their knowledge, develop study skills, and connect with academic resources, reinforcing the chapter’s commitment to educational excellence.
Diversity, Equity, and Inclusion
Fostering a more inclusive community, the chapter is encouraged to form cross-council intramural teams, excluding IFC x PHC pairings, to promote collaboration among different Greek councils. Additionally, the chapter celebrates diverse holidays and traditions through event programming, creating opportunities for cultural appreciation and awareness. Partnering with multicultural organizations, LGBTQ+ groups, and other student organizations further strengthens the chapter’s commitment to supporting and learning from diverse experiences, fostering an environment of inclusivity and mutual respect.
Service and Philanthropy
Service remains a core value, with the chapter engaging in projects that support marginalized communities. By taking an active role in addressing social issues, the chapter fosters meaningful impact and cultivates a sense of responsibility among members. Additionally, ensuring that at least 65% of members attend leadership conferences helps develop essential leadership skills and unity, further empowering members to serve as advocates and changemakers in their communities.
Leadership and Engagement
Collaboration and engagement are key components of chapter success, demonstrated by co-hosting events with at least three other organizations. These partnerships promote unity, expand networking opportunities, and enhance event impact. Furthermore, the chapter is encouraged to make a tangible difference through service and fundraising, as evidenced by earning a letter of thanks from a non-university entity. This recognition reflects the chapter’s dedication to community service and meaningful outreach efforts.
Hazing Prevention and Risk Management
The chapter prioritizes safety and well-being by organizing or participating in additional hazing prevention, alcohol education, or wellness activities beyond standard FSL events. To ensure these initiatives are effective, at least 65% of members must be in attendance. These programs reinforce a culture of responsibility, education, and accountability, ensuring that all members are equipped with the knowledge and skills to maintain a safe and supportive environment.
