FY'12 Cash Flow/FY'13 Budget Update [2/14/12]

Dear WIU Campus Community:
As of today (Feb. 14), the state has reimbursed Western Illinois University approximately $22 million of the University's $55.5 million FY'12 appropriated budget. We are currently waiting on payments of nearly $33 million for this current fiscal year.
Last week, the Illinois Board of Higher Education (IBHE) met to discuss FY'13 budget recommendations for the state's public universities. We are hopeful that in Fiscal Year 2013 that legislators will support levels that will reverse the funding trend that has resulted in increased costs for students and internal reallocations by the University. The state funding level that is ultimately selected will have a broad impact on support for instruction and student services at Western.
Our top institutional priorities continue to be increased funding for campus deferred maintenance, financial aid opportunities for our students and competitive faculty and staff salaries, as well as to continue to provide the academic programs and resources our students need and deserve, and to support our employees.
The IBHE proposed a higher education budget that implements a new state law requiring performance-based funding for community colleges and public universities, which focuses on degree completion. The IBHE will also recommend a variety of funding levels for higher education to the General Assembly, including a flat budget (zero percent increase over FY'12).
Because of the continued delays in FY'12 reimbursements, as well as the uncertainty surrounding the Fiscal Year 2013 budget, we must continue to be fiscally prudent. As in years past, all spending is limited to immediate and essential operational needs only, and all purchases more than $500 must be submitted for vice presidential approval.
