Dear University Community,

I am happy to share that our state legislature has passed a FY22 supplemental and the Fiscal Year 2023 budget, which, when signed by Gov. J.B. Pritzker, will provide an increase in operating funds for Western Illinois University, as well as providing funding for essential capital projects. WIU's FY22 higher education state appropriation will increase to $52.1 million, which is five percent greater than WIU's current state appropriation of $49.6 million.

During Gov. Pritzker's February 2022 budget address, the Governor proposed increasing public higher education funding by approximately $240 million. We are greatly appreciative that higher education is a priority to our elected officials. This budget will make higher education even more accessible and affordable, and WIU stands ready to serve the residents of Illinois and beyond.

In addition, the Fiscal Year 2023 higher education appropriated budget provides an increase of $122 million for the Monetary Award Program (MAP), and an additional $15 million for behavioral health programming, and additional funding for early childhood education consortium work, minority teachers of Illinois, diversifying higher education faculty, nursing and social work scholarships, and social work loan programs. The budget also re-appropriates capital development funds for the Center for Performing Arts on our Macomb campus and the WIU-Macomb Science Building, and specifies capital funding for the Quad Cities Riverfront Campus Phase 3.

We look forward to our ongoing partnerships and work with the Governor, General Assembly and other state leaders to continue to move Western Illinois University forward. These increases in higher education appropriations will allow us to further enhance our student-centered programs and initiatives.

Once again, I'd like to thank the Governor and our legislators for their commitment and dedication, and to our faculty, staff, students, alumni and friends, I appreciate everything you do for Western Illinois University.

Best wishes,

Guiyou Huang, Ph.D.
President
Western Illinois University
