Dr. Meloni completed his Doctor of Philosophy (Ph.D.) in Political Science at Northern Illinois University, DeKalb, IL with areas of concentration in public administration and public policy. Dr. Meloni’s dissertation is entitled “Building Highly Ethical Municipal Law Enforcement Organizations: a Preliminary Investigation.” Dr. Meloni identified that municipal police departments should utilize an integrity-based ethical approach to establish a robust ethical climate in order to remain accountable to the public for ethical achievement of the law enforcement mission.

Dr. Meloni served for thirty-seven years as a sworn officer in the law enforcement profession. He served as a deputy with the Will County Sheriff’s Department, Joliet, IL; as a police officer with the Los Angeles Police Department, Los Angeles, CA; as Chief of Police for the Village of Thornton, IL; and as Deputy Chief of Police for the City of Wheaton, IL.

Dr. Meloni also serves as a member of the Ethics Advisory Council at the Center for Law Enforcement Ethics and as an adjunct faculty member of the Institute for Law Enforcement Administration, which are both housed at their parent organization, the Center for American and International Law in Plano, Texas.
