Dr. Dennis W. Bowman Serves as a Professor in the School of Law Enforcement & Justice Administration at Western Illinois University, Macomb, IL. Teaches undergraduate and graduate police courses at Macomb, Quad Cities campus, Springfield, Palatine, Schaumburg and Lombard, Illinois. Also served as Director of the Institute for Applied Criminal Justice Studies in the LEJA Department. Dr. Bowman has authored and lectured on the topics of community policing, law enforcement accreditation, problem-oriented policing, security standards, ethics, risk management, transformational leadership, strategic planning, criminal investigations, cultural diversity, and leadership.

He served as a command officer (Captain) with the Illinois State Police and retired after a 30 year career. His command assignments included Office of Community Policing; Inspection and Audits; Office of Accreditation; Research and Development; ISP Academy; DCI Staff Services; and Director of the Southern Illinois Enforcement Group (Carbondale MEG). Dr. Bowman was hired as a criminal investigator (Special Agent) with the former Illinois Bureau of Investigation. In that capacity, he conducted numerous investigations in areas of drug enforcement, homicides, and general criminal cases. He was a certified Assessor for the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA) Gainesville, VA., and conducted approximately 25 on-site assessments of state, county and municipal law enforcement agencies throughout the United States and Canada.

Dr. Bowman has served on several national task forces for CALEA and the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.

Dr. Bowman has lectured in several countries: Afghanistan, China, Germany, Kazakhstan, and Russia. His lectures are for police executives and military officials, in a broad array of topics. He recently lectured at the George Marshall Center for European Security to approximately 200 police and military officials on the topic of ethics.

He obtained a Ph.D. in Education from Southern Illinois University in 2001, and a Master’s degree in Administration of Justice from SIU-C in 1978. His undergraduate degree is in Secondary Education from Illinois State University in 1968. Dr. Bowman was a high school teacher for two years before beginning his law enforcement career.
