Dr. David L. Chicoine
David L. Chicoine was appointed Vice President for Technology and Economic Development by the University of Illinois Board of Trustees in July 2001. He is the University's senior officer and advisor to the President and the Board on technology commercialization and economic development issues and initiatives including intellectual property management and start-up businesses and other matters of technology transfer, and business and economic development. His responsibilities include overseeing the University's intellectual property offices, research parks, incubation facilities, start-up support and technology commercialization activities to advance the economic development goals of the campuses and their communities, of the University and of the State of Illinois.
David served as Dean of the College of Agricultural, Consumer and Environmental Sciences from August 1995 to July 2001. He served as Head of the Department of Agricultural Economics from August 1988 to January 1995 and has been on the Agricultural Economics faculty since 1979. David has had a joint appointment in the University(s Institute for Government and Public Affairs since 1984.
A native of South Dakota, he graduated from South Dakota University (BS), the University of Delaware (MS), Western Illinois University (MA), and the University of Illinois (PhD). He is a policy economist in state and local public finance and rural economics and the co-author or co-editor of four books and over 100 academic journal articles, book chapters, and so forth.
David has frequently consulted and advised on taxes, farmland property tax assessments, and other public finance and rural economic issues with members of the Illinois General Assembly, business organizations, taxpayer groups, and public agencies. He was a member of the Committee for the Recodification of the Property Tax Code, the 1998 Governor's Commission on Property Tax Reform, and Governor-Elect Ryan's Transition Committee serving on the Agriculture and Rural Development Subcommittee. He accompanied Governor George Ryan on the historical trip to Cuba in October 1999 and on a trade mission to South Africa. In 1995 he was a special advisor to Governor James Edgar's Governor's Commission on Education Funding. In 2002 he co-chaired the Venture Capital and Technology subcommittee of the Economic Development Committee of the Governor-Elect Blagojevich Transition Team and is on Governor Blagojevich's five member Council of Economic Advisers. He is a member of the Board of Directors, DuPage County Technology Park, N.F.P., West Chicago, Illinois.
David is a member of the Board of Trustees of the Farm Foundation and is a Trustee of Carle Foundation Hospital, Urbana, chairing the Finance Committee. From 1992-2002 he was on the Board of the John Warner Bank, Clinton and has served on the Board of the Community Foundation of Champaign County.
Honors he has received include a USDA Superior Service Award, the University of Illinois College of Agriculture Paul A. Funk Recognition Award, the Illinois Farm Bureau Distinguished Service Award for service to Illinois agriculture, the Distinguished Alumnus Award, Department of Economics, South Dakota State University and the Alumni Award of Merit, College of Agricultural, Consumer and Environmental Sciences Alumni Association, University of Illinois at Urbana-Champaign.
From 1989-2001 David served as a University of Illinois Faculty Athletics Representative to the Big Ten Conference and the National Collegiate Athletic Association (NCAA).
