Civil Service Handbook - F, H, I, J
The University Union houses several food operations, all of which are open to Civil Service employees and their families. They feature selections which range from fast food to hot entrees. Hours for all of these food services may vary during school breaks and Summer Session.
This popular fast-food operation opened its University Union branch on January 15, 1996.
Located in the Mississippi Room of the University Union, the Deli features made-to-order delicatessen sandwiches, complimentary side dishes, and a soup/salad bar for your dining pleasure. Operating hours are 10:30 a.m. to 1:45 p.m., Monday through Friday.
Located on the first floor in the University Union, the Lincoln Room features an all-you-can-eat salad bar that includes a hot food bar, a fresh bread and muffin bar, and a dessert bar. The Lincoln Room is open from 11:15 a.m. to 1:15 p.m., Monday through Friday.
Located in Horrabin Hall (just outside of the College of Education office), Snackers features a sandwich and salad bar, various snack items, a limited hot food menu, and numerous beverages to include new age. Operating hours are 9:30 a.m. to 1:30 p.m., Monday through Friday.
Located in the main concourse of the University Union, the Sweet Shoppe features popcorn, bulk candies, ice cream, milkshakes, freezes, floats, sundaes, slush puppies and numerous new age beverages. Also featured are numerous convenience food items. Operating hours are 9:00 a.m. to 9:00 p.m., Monday through Friday, and noon to 7:00 p.m., Saturday and Sunday.
The University Union has banquet facilities and catering services which are available to Civil Service employees and their families. Further information on arrangements, menus, and prices may be obtained by contacting the University Union Scheduling Office (298-2421) or Marriott Educational Services (298-1982).

Residence Hall Dining
Civil Service employees and their guests are welcome to dine in the University residence halls by using the Western Plan. The Western Plan is a point meal program. Points may be purchased at a penny a point from Student Residential Programs located in Seal Hall or through the University's STARS system. Any points not used at the end of the academic year will be credited. For a moderate price, diners may choose from a wide variety of hot entrees, sandwiches, salads, ethnic foods, and desserts. Beu Health Center is located on the corner of West Murray Street and Western Avenue. The clinic is open from 8:00 a.m. to 4:30 p.m., Monday through Friday.
Health services available to employees are limited to certain authorized immunizations.
The following outline is provided for supervisors planning to fill a vacant or new Civil Service position:
- Job Description - Must be completed for each new position and updated for existing positions every three years or if duties have changed. Guidelines are available from HR.
- Request for Civil Service Personnel Form - Complete and obtain required signatures for review by Human Resources. Upon approval, Human Resources will begin the recruitment process.
- Eligible List - Human Resources will certify eligible candidates from the register and refer to the hiring department a minimum of the top three persons by score (as well as tie scores and transfers).
- Advertising - A position is advertised and posted in the absence of a register or whenever it is deemed necessary at the hiring department's expense.
- Interviews - Interviews are scheduled by Human Resources at the convenience of the hiring department. In the event any of the three candidates do not appear for an appointment, Human Resources can schedule an additional candidate by score from the register.
- Affirmative Action Form - An Affirmative Action form must be completed and returned to Human Resources before the position can be offered to the selected candidate.
- Job Offer to Successful Candidate - Human Resources will notify the successful candidate. Upon acceptance by the candidate, Human Resources will contact the hiring department and coordinate placement/benefits.
- Tax Forms, Insurance Enrollment, Immigration - On the first day of employment, the probationary employee should complete tax forms in Payroll (Sherman Hall 221). It is also necessary to complete an I-9 and enroll in insurance in Human Resources (Sherman Hall 105).
- Orientation - An orientation session, lasting approximately one hour, will be scheduled by Human Resources to familiarize the new employee with University policies and procedures, issue a Civil Service Handbook, and complete any remaining employment papers.
- Probationary Evaluation - A probationary period must be successfully completed for retention as a certified employee. Civil Service employees must complete either a six-month or twelve-month probation, to be documented by the supervisor's completion of evaluations at two- to three-month intervals.
All eligible status employees, except prevailing rate employees, receive eleven (11) paid holidays each year. They are:
- New Year's Day
- The day before or after New Year's Day
- Martin Luther King's Birthday
- Lincoln's Birthday
- Memorial Day
- Independence Day
- Labor Day
- Thanksgiving Day
- Day after Thanksgiving
- Christmas Day
- The day before or after Christmas Day
To be eligible for holiday pay, Civil Service employees must be on the active payroll for their last scheduled work day preceding the observed holiday and their first scheduled work day following the observed holiday (BOT Regulations II C.7.c.6). Employees in prevailing rate groups are compensated in accordance with their area agreements and BOT regulations. Employees who terminate employment on the last scheduled working day prior to a holiday do not receive holiday pay, as they are no longer "employees in a status position" on the holiday.

The State of Illinois provides each full-time status employee with comprehensive health, vision, dental, and life insurance. The employee cost for the insurance is based on the plan chosen and the annual salary rate of the employee. Employees working less than full-time but half-time or more, hired on or after January 1, 1980, must pay a pro-rata share of the basic cost for their coverage and may choose life only, health, dental, vision only, or the full insurance plan. Each eligible employee must complete enrollment forms in Human Resources within the first ten calendar days of employment. Employees may choose health, vision, dental, and life insurance for eligible dependents with no evidence of insurability if purchased within the first ten calendar days of employment. Otherwise, a completed questionnaire on each dependent's health must be submitted for approval by the insurance company to apply for coverage. The dependent must be approved for coverage to be added. Changes of insurance coverage are generally allowed during Benefit Choice period once a plan year or when the employee has a qualifying change in family circumstance.
Each full-time employee has basic term life insurance in the amount of their annual salary rate. Optional term life insurance is available for the employee, spouse, and/or eligible children. Additional term life insurance is available for the employee, spouse, and/or children. Two accidental death and dismemberment plans are available.

Current employees may interview for other positions on campus during their regular working hours without loss of pay with supervisory approval. Employees interviewing during working hours without supervisory approval of release time must use approved vacation leave. Employees must request approval, in advance, from their supervisor. Supervisors are expected to approve requests within a reasonable amount of time to allow the employee to be considered for the vacancy.
For each Civil Service position at WIU, a current job description must be on file with the Classification Division of Human Resources as required by the State Universities Civil Service System.
In accordance with the State Universities Civil Service System, if there is no job description on file for the specific position or if the existing description has not been reviewed and updated during the past three years, it will be necessary to do so before any "Request for Personnel" form will be acted on by Human Resources. To avoid any delay when filling a vacancy, an updated description should be submitted on a periodic basis.
For detailed information concerning leaves with pay for jury duty see BOT II.A.9.c. Any employee regardless of shift assignment who is summoned for jury duty or court witness service, may be granted, at the employee's option, all or any portion of their work day off which may be either the day preceding such service or the day of such service. Wages shall be paid only for those hours spent in service as certified by the Court and two (2) additional hours paid time to offset travel time, regardless if service was performed or not for each work day the employee is required to report for jury/witness service. The employee may elect at their option during the remaining work schedule period of each day to work, use vacation leave, or take leave without pay.
