This document, Educational Rights and Responsibilities: Understanding
Special Education in Illinois July 2009, replaces the 2001 A Parents'
Guide: The Educational Rights of Students with Disabilities. Often
called 'The Blue Book', the old 2001 version is replaced with this 200
page large font version reflecting changes in Federal and State laws
and regulations of 2004 and 2007.
