BOT Approves FY21 All Funds Budget, FY22 Budget Request

MACOMB, IL -- The Western Illinois University Board of Trustees approved a Fiscal Year 2021 All-Funds Budget at its Sept. 24 Board meeting, held on the Macomb campus and via Zoom. This budget assumes a state appropriation of $49.6 million for FY21. The University's total operating budget for FY21 is approximately $201 million.*

"This year has been a particular challenge as we have faced numerous unexpected expenses related to the pandemic. While we have received some reimbursement from the CARES Act funding, there have been a great deal of expenditures that we've had to make for which we will not receive reimbursement; therefore, we must continue to remain fiscally conservative," Interim President Martin Abraham said. "I appreciate the work our faculty, staff and many others have done to reduce spending."

The Board also approved the Fiscal Year 2022 appropriated operating budget and capital budget requests, which will be presented to the Illinois Board of Higher Education, the General Assembly and Gov. J.B. Pritzker. The Board approved a FY22 appropriated operating budget increase request of $17.9 million. Western's current FY21 state appropriation is $49.6 million.

The Board approved the FY22 capital budget request of $335.7 million. The capital request includes the WIU-Macomb Science Building Phase II renovation; Stipes Hall renovation; WIU-Macomb Education Building construction; WIU-QC Phase III construction; and Leslie F. Malpass Library renovation. In addition, a capital renewal budget request of $23.9 million was approved for critical deferred maintenance needs.

"We look forward to working with Gov. Pritzker, our legislators and General Assembly members to ensure that Western Illinois University, and Illinois public higher education, receives sufficient appropriated and capital funding so that we can continue our 118-year mission of providing the citizens of Illinois and beyond with an accessible and affordable education," Abraham added.

The Board also approved two contracts over $500,000 (see page 49-50 in Board materials at wiu.edu/bot), and heard reports on Fall 2020 enrollment, WIU-Quad Cities strategic position, IT strategic plan and the changes to the 2020-21 academic calendar.

The next meeting of the WIU Board of Trustees will be held Dec. 17-18.
