Bierman Named Vice President for Administrative Services

MACOMB/MOLINE, IL -- Matt Bierman, Western Illinois University interim vice president for administrative services and budget director, has been named vice president of administrative services, effective May 1, according to WIU President Jack Thomas.

Bierman has served as the interim vice president for administrative services at WIU since Jan. 1, 2016. In this role, he has served as the treasurer to the Board of Trustees, and as the University's chief administrative, business and financial officer. As vice president, Bierman has served as the liaison on financial matters to various state and federal agencies, and to the many external publics the University serves. He has also been responsible for the direction and leadership of Business Services, Document and Publication Services, Facilities Management, Human Resources, the Illinois Law Enforcement Training and Standards Board Executive Institute and Media Resource Center, Public Safety, Purchasing and Risk Management and Emergency Preparedness. Bierman oversees the insurance and state-mandated ethics programs, provides University coordination with legal counsel and serves as administrative liaison to the Council of Administrative Personnel and the Civil Service Employees Council.

In addition to serving as the interim vice president, Bierman has been the University's budget director since April 2012. As the budget director, he has been responsible for developing the University's $240 million All-Funds Budget, recommending tuition and fee rates, and the annual legislative reporting to the Illinois Board of Higher Education, the Illinois Legislature and the governor's office. He has also led WIU's Business Services since 2014. Bierman served as the interim budget director from July 2011-April 2012.

Previously, Bierman had served as the director of residential facilities at WIU from 2006-2012. In that role, he was responsible for organizing and monitoring a $40 million budget, organizing room and board rates and monitoring debt service and food services. He also oversaw all facilities-related issues for University Housing and Dining Services (UHDS). Bierman also served as the assistant director of residential facilities and administration at WIU (2003-2006); St. Louis Rams Summer Training Camp Coordinator at WIU (1999-2004); complex director at Western (1999-2003) and assistant residence hall director at Ball State University (1997-1999).

"Matt has a wide range of experience that serves this division and the University well, and I am pleased to appoint him as vice president for administrative services," Thomas added. "He has been a valuable member of the leadership team as we guide the University through these turbulent budgetary times."

Bierman serves as an instructor in WIU's college student personnel program and is a member of the IT Governance Council, and the Enterprise System Task Force. He serves as member of the Auxiliary Facilities Systems Committee (AFS), and is the past president of GLACUHO (Great Lakes Association of College and University Housing Officers). Bierman is a member of the Macomb Community Unit School District No. 185 Board and is a member of the Macomb Area Chamber of Commerce Legislative Committee.

He received his bachelor's degree from WIU, a master's degree in Student Affairs Administration in Higher Education from Ball State University and a Master of Business Administration from Western.
