BOT Approves FY18 Budget Recommendations

MACOMB, IL -- The Western Illinois University Board of Trustees approved the Fiscal Year 2018 operating budget and capital budget recommendations, which will be presented to the Illinois Board of Higher Education, the General Assembly and Gov. Bruce Rauner, as well as the FY17 All-Funds Budget at its Oct. 7 Board meeting on the Macomb campus.

A recommended FY18 operating budget increase of $9.9 million was approved as part of WIU's annual budget process and requests for state funding for salary increases, Quad Cities campus funding, health care professional education and engineering programs, deferred maintenance and financial aid for students. Western's current FY17 appropriated budget is $126 million. The proposed budget includes an additional $1.8 million to support salary and cost increases; $4 million for deferred maintenance; $1.6 million for the operation of the Quad Cities Riverfront Campus; $2 million for student financial aid; $250,000 for the healthcare professional education program; and $250,000 for the Bachelor of Science in Engineering program.

The Board also approved the Fiscal Year 2017 All-Funds Budget. This budget assumes a state appropriation level of $54.1 million for FY17. The University's total operating budget for FY17 is $237.3 million.

The Board approved the FY18 capital budget request of $288.7 million. The capital request includes the WIU-Macomb Science Building (Phase I and II), $64.6 and $54.3 million, respectively; renovation of Tillman Hall, $22.9 million; WIU-QC Phase III, $37.4 million; WIU-Macomb Education Building, $73.2 million; and Stipes Hall renovation, $36.3 million. In addition, $14.4 million in capital renewal funds will be reviewed for critical deferred maintenance needs.

Other items approved by the Board of Trustees included the consideration of a new academic unit of instruction, the Department of Liberal Arts and Sciences, and revision to vacation and sick leave regulations (second reading).

The new department, which will be housed in the College of Arts and Sciences, will support the current liberal arts and sciences undergraduate and graduate degree programs, as well as the minors in African American studies, women's studies and religious studies.

The next meeting of the WIU Board of Trustees will be held Dec. 15-16 on the WIU-Macomb campus.
