Graduate Council Minutes - February 6, 2012

Dr. McClure suggested the Council reorder the agenda to allow Dr. Carson to present information regarding the need for an additional signature on Graduate Council forms. Motion: To move the University Teacher Education Committee item to the top of the agenda. (Polley/Locke). MOTION CARRIED. 7 Yes – 0 No – 0 AB.

Dr. McClure also requested that the Council allow Educational Leadership to present their request after the Policy Review on retaking failed courses. Motion: To move Educational Leadership after the policy review. (Bauerly/Locke). MOTION CARRIED. 7 Yes – 0 No – 0 AB.

I. NEW BUSINESS

A. Request to add University Teacher Education Committee (UTEC) as a required signature on Graduate Council forms for teacher education program.

Dr. Carson presented the operating paper of UTEC citing that all program changes affecting teacher/advanced certification must be approved by UTEC. She also submitted a flowchart of programs affected. Discussion followed. Motion: To approve an additional signature line on Graduate Council forms for the University Teacher Education Committee. II. CURRICULUM

A. Recreation, Park and Tourism Administration

1. Request for a new graduate course

a. RPTA 602, Graduate Research Project, 6 s.h.

Dr. Yoder explained to Council the need to offer students a third exit option. Discussion followed. Motion: To approve the request. (Bean/Locke) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

2. Request to change graduate program requirements

a. Master of Science degree

Motion: To approve the request. (Locke/Bean) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

B. Sociology

1. Request to add graduate credit to 400-level course

a. ANTH 419, Anthropological Theory, 3 s.h.

Motion: To approve the request. (Myers/Bauerly) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

2. Request to change graduate program requirements

a. Master of Arts degree

Dr. Gee answered Council questions regarding adding an internship option to the sociology program. Discussion followed. Motion: To table pending resubmission of request. (Bean/Locke). MOTION CARRIED. 7 Yes – 0 No – 0 AB.

C. Graduate School

1. Request for a new graduate course

a. UNIV 695, Continuing Enrollment, 1-12, repeatable to 12

III. Graduate Faculty – Full Membership

A. Jeffrey Brown, Assistant Professor, School of Music

Motion: To approve request (Bean/Polley) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

IV. Old Business

A. Graduate Faculty Status for Unit B Faculty

The Council discussed the eligibility of Unit B faculty to direct and/or serve on exit option committees. Result: Subject dropped due to lack of motion.

V. New Business

A. Policy Review: Retaking Failed Courses

Dr. Maskerinec suggested that a D grade be considered a failing grade. If considered a failing grade, a course could be retaken and both grades would count in a student’s GPA. Discussion followed. Motion: To amend the policy to include a D grade as a failing grade, effective immediately. (Bean/Bauerly) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

a. Illinois type 75 Administrative certificate

Motion: To approve the request (Bean/Locke) MOTION CARRIED. 7 Yes – 0 No – 0 AB.

VII. Student Appeals

A. Computer Science

1. Request to waive the six-hour “C” rule

Student and Drs. Maskarinec and DeVolder were present to address questions from Council members. The student indicated she was not aware until the end of the semester that she would receive a failing grade. Motion: To approve the request to waive the six-hour “C” rule. (Bauerly/Locke) MOTION DENIED. 3 Yes – 3 No – 1 AB.

B. Sociology

1. Request to waive the six-hour “C” rule

The student and Dr. Gee were present to answer questions from Council members. The student informed Council that she had numerous personal issues arise during the semester but thought she could handle the course load. Motion: To approve the request to waive the six-hour “C” rule and the emailed revision of support by the department. (Bean/Kilmer) MOTION CARRIED. 3 Yes – 2 No – 1 AB.
