August 30, 2010 Minutes (Special Meeting)

I.          STUDENT APPEALS

Dr. McNabb requested a motion to reorder the agenda to allow those students who plan to appear in front of the Council to be heard first.   Motion approved.  7 YES – 0 NO – 0 AB

            A.        Request to waive the 6-hour “C” rule

                       1.         Biology

The student provided a statement indicating that her father endured a lengthy illness and passed away while she was in the United States of America studying.  She also referenced an illness of her own which led to a difficult Fall 2009 semester.  She is requesting to waive the 6-hour “C” rule.  Her adviser, Dr. McCravy, was present and indicated that she is doing well on her research and he is confident she can successfully complete the degree.

Motion:  To waive the 6-hour “C” rule. (Bean/Bauerly)

MOTION CARRIED:  7 YES – 0 NO – 0 AB

            B.         Request to late withdraw from courses

                        1.         Recreation, Park & Tourism Administration

The student provided a statement indicating she would like to totally withdraw from Spring 2010 courses due to being unable to complete many of the courses.  She was involved in an abusive relationship at that time and was unable to focus on her courses.  She submitted police reports to confirm her situation. 

The student responded to questions from the Council members which verified her work hours as 20 per week and identified her support systems as the Counseling Center, friends and family members.

Motion:  To approve a late withdrawal from Spring 2010. (Montalvo/Bean)

MOTION CARRIED:  7 YES – 0 NO – 0 AB

            C.         Request to waive the 6-hour “C” rule

                       1.         Special Education

The student and departmental representatives were not present at the meeting.  It was noted that the student submitted an outdated petition form as a newer form is available at the Graduate School website (wiu.edu/grad).  The newer form requires the student to submit a rationale and documentation to support appeal.  Council members requested that additional documentation or letters of support from the department be included on an updated form.

Motion:  To table the request for additional documentation/rationale and ask the student to submit the form using the updated form. (Locke/Bauerly)

MOTION CARRIED:  6 YES – 1 NO – 0 AB

            D.        Request to late withdraw from courses

                        1.         History

The student was not present at the meeting as she resides outside of the country.  Her written statement indicated she was an exchange student for one semester and was not able to complete two courses in Fall 2006 which after one year turned to grades of “F”.  She would like to have the courses removed from his transcript as he is now a PhD student.  It was noted that a rationale statement was lacking from the Department of History, however, Dr. McNabb was able to speak on behalf of the department.

Motion:  To deny the request to late withdraw from the courses. (Locke/McClure)

MOTION CARRIED:  7 YES – 0 NO – 0 AB

II.        NEW BUSINESS

Dr. McNabb requested a motion be made so that the Council could undertake a discussion about the petition form to suggest possible changes to the signatures required on the form.  Such motion was made by Dr. Locke and seconded by Dr. Bauerly.  The Council voted unanimously to discuss the petition form.

A lengthy discussion included identifying which signatures should be required on the petition form with all members offering their input.  Two options were developed which Ms. Sullivan will provide to Council members via email so they may discuss with their respective departments/colleges for further input.
