Professor Kelly is an experienced police leader having served for 25 years with the Pennsylvania State Police (PSP).  Professor Kelly retired as a Lieutenant - Station Commander, and served in a variety of field and administrative roles throughout his policing career including supervisory oversight of both criminal investigative and patrol sections. His police experience also included over 10 years conducting and supervising staff research and drafting agency policy for the PSP within the Bureau of Research and Development. As an expert in police policy development, Professor Kelly was a featured speaker at the 2017 International Association of Chiefs of Police State and Provincial Police Planning Officers Section conference in Philadelphia.  Professor Kelly served as an instructor for Northwestern University’s School of Police Staff and Command for over a decade and taught police leaders throughout the nation in that capacity.  He holds a Juris Doctor from Widener University School of Law and is admitted to the Pennsylvania Bar and the United States Bar for the Pennsylvania Middle District.  He received his undergraduate degree from West Virginia University
